The third component of the Floodplain Management Program is the development and implementation of a comprehensive Flood Management and Mitigation Plan. Flood hazards in Nevada are typically underestimated due to the arid climate, few perennial streams, and low precipitation. This state is subject to two types of flooding; rivers overtopping their banks and alluvial fan or flash flooding. Alluvial fan flash flooding is potentially more dangerous than riverine flooding because it is unpredictable and the threat is often not apparent, particularly to new residents in the state unfamiliar with the desert environment.
Handbook for Local Officials
A guidance document on Floodplain Management has been prepared and distributed to the National Flood Insurance Program (NFIP) participating communities in the form of a Handbook for Local Officials. The Handbook provides a guideline for local floodplain managers and communities to use to implement their floodplain management ordinances and flood mitigation policies. The Handbook contains the updated Nevada Model Floodplain Management Ordinance, guidance on mitigation measures, guidance on how to request a flood insurance restudy from the Federal Emergency Management Agency (FEMA), guidance on preparing and evaluating elevation certificates, and recommended procedures for obtaining Letters of Map Amendment and Revision from FEMA. Nevada Model Floodplain Management Ordinance
The Nevada Model Floodplain Management Ordinance is a template that local floodplain managers can use to develop floodplain ordinances for their communities. The model ordinance covers all required elements for a floodplain management program that is compliant with the NFIP. The model ordinance also includes specific recommendations for Nevada Communities where their ordinances can exceed NFIP standards to achieve wise floodplain management in their communities.
